Overview Judge Toni Ingversen was born in Manila, in the Philippines. Her family came to the U.S. in 1953; she grew up in Florissant, Missouri, receiving her bachelor's in political science from the University of Missouri at St. Louis in 1968 before moving to Houston, where she earned her doctor of jurisprudence from the University of Houston in 1973.
